If he really wanted to report accurate unemployment numbers, he would insist on using John Williams’s Shadow Government Statistics numbers. The unemployment rate would be over 20%!
Of course that would not look good for Obama and Congress, therefore, I think this is just a PR move during an election year. There’s no way Congress would pass, let alone Obama signing, a law that would accurately calculate ANY government statistic! All of them are outright falsehoods. The stats are always manipulated to achieve political ends.
